A housebuilder has been criticised for not including any affordable housing, as plans for 22 new homes were refused. 

Mandale Homes’ proposal for the new housing estate in Bishop Auckland was voted down by councillors on the recommendation of council planning officers. 

Land to the east of Holdforth Crescent, off South Church Road, was identified for the development of 14 two-bedroom bungalows and eight three-bedroom bungalows but the plans failed on several planning conditions. 

Housing officers said the estate would not provide the 10 per cent affordable housing required for such proposals.

“There is a very significant need for affordable units in this area, and the need for bungalows is the highest in the surrounding locality,” a report added.

The plans were also criticised for their “poor design that adversely impacts on the character and appearance of the surrounding area”.

Officers said the developer failed to explain how it would tackle potential flooding issues, while the proximity to the nearby Weardale Railway was seen as a risk. 

Residents also feared a public footpath over the railway would be removed if the new homes were built. 

However, Mandale Homes defended its decisions to exclude any affordable housing. 

A statement read: “We remain of the firm view that the development is not viable with affordable housing contributions, which is not unexpected for a scheme of this scale in the lower value area based on the whole plan viability work.”

The proposal also concerned nearby residents, who say they would be affected by the new estate.

One resident said: “The new road that will be built to access the new bungalows is on a very fast stretch of road and will be placed very near to a sharp bend. 

“I live on this fast stretch and believe me it is dangerous. It is busy and deadly. Even though I live at the far end of the sharp bend it is still difficult to either cross the road or exit in a car. This is a big safety concern.”

It is not clear if the planning application’s outcome will be appealed. Mandale Homes did not respond to a request for comment.
