THE shambolic state of immigration control is symbolic of the missing ingredient in public services in general.
People in charge are not able to manage their areas of responsibility effectively. They do not know what is happening at ground level and rely on the guidance of those lower down a lengthy chain of command, but they never work with, or spend time with, those in the engine room who actually make things happen.
This culture works its way down through different levels resulting in the workforce pleasing itself as long as it gets the reporting right, which keeps those above them happy and the ship moves on without a clear idea of where it is bound for.
If a person has "Dr" before their name give them charge of our most important public service with massive budgets irrespective of experience and previous performance in managing that operation. Have them reporting to another person with a similar lack of expertise called a Minister of the Crown.
