CABBIES are to be consulted on the possibility of increasing fares in a North-East town.
Hartlepool Borough Council decided yesterday to survey all Hackney Carriage owners on proposals to increase fares by 15 per cent. A petition from 19 cabbies had asked the council to consider the rise to cover increases in costs
