COUNCIL chiefs are examining a new charging system for people receiving social services home and day care.

From April 1, Darlington Borough Council must comply with Government guidance designed to bring equality across the country, so that council money goes to the most needy.

Councillor Bill Dixon, social services cabinet member, said charges varied greatly and there should be a levelling process as the majority of benefits derived from income tax.

He did not believe it was proper that people already on benefits should receive free care through ratepayers.

He said: "Not to charge at all would be financial suicide. It is not an option. But there can't be any equality in a system which relies on your postcode address."

Wednesday's cabinet meeting agreed that officers should continue to explore options for change - including sensitive issues over disability-related benefits, means testing for day care users and charging carers for services.
