Police are clamping down on off-road cycling in Grangetown, South Bank and Eston.
They were prompted to act after numerous complaints from residents about reckless riding on public open spaces and parkland.
This week officers have been working with community support officers from the three areas in tracking down the offenders.
PC Stephen Tait, of Cleveland Police, said: "It is not only the noise pollution and dangerous driving which is causing a problem - it also causes a lot of damage to the countryside.
"We have been helped by the Police Reform Act 2002 which gives us the power to seize motorcycles that are being used in a manner that causes annoyance and distress to the public."
Last weekend two people were arrested and many were cautioned about their riding.
