FITNESS tycoon Duncan Bannatyne has re-applied for permission to develop land next to one of his health clubs, but has not told planners what he intends to build.

The millionaire businessman, who was refused permission earlier this year for a multi-million pound hotel and casino complex on the Haughton Road site, in Darlington, has submitted another application for outline permission for general leisure use.

He has also submitted an application for outline permission to build houses.

Mr Bannatyne launched an appeal to the Government against Darlington Borough Council's refusal of his earlier application, and a decision is expected soon.

Planners said last night they were surprised by his latest plans and have recommended both for refusal.

A council spokesman said: "We were not expecting these applications. On the housing one, officers have got reservations because of possible contamination of the land and the site is earmarked for employment, not residential use.

"The leisure one actually is a step backward because it does not have the necessary information we need."

Mr Bannatyne's spokesman said he had not decided how he wanted to develop the land.

He said: "It is very much at this stage looking at the options.

"Duncan's view is this is a key route into town and a prime site ideal for development.

"The health club has been successful, so why not other options?

"The appeal against the last decision is on the fact that we were asked to specify and were turned down."

If the leisure proposal was granted, developments could include a cinema, concert hall, bingo hall, casino, dance hall, swimming baths or skating rink.

Both applications will go before the authority's planning committee on Wednesday.
