The proposal would see part of a vacant unit on Stephenson Road at the North East Industrial Estate in Peterlee converted into a sports venue.
It would include six padel courts and one pickleball court, alongside changing facilities and a reception area.
The plans will be considered by Durham County Council's Area Planning Committee (Central and East), which meets from 1pm today (September 8).
A report prepared ahead of the meeting says the development would bring a vacant building back into use and would not have an unacceptable impact on nearby businesses or the surrounding area.
No objections were received during the consultation process and council planning officers have recommended that the application be approved.
Councillors will review the application and decide whether the scheme should be given the green light.

If approved, the development would add a new indoor sports facility to Peterlee, catering for the growing popularity of padel and pickleball, while also bringing part of an unused industrial building back into active use.
The committee is chaired by Cllr Sean Healy, with Cllr Sandra Grindle serving as vice-chair.
Other members are Cllr Andrew Eales, Cllr Jonathan Elmer, Cllr David Freeman, Cllr Jack McGlenen, Cllr Adrian Schulman, Cllr Mark Wilkes and Cllr Scott Woodhouse.
