Located in Northallerton, Welbank House includes seven two-bedroom and five one-bedroom apartments for older residents.
The scheme is next to Mount Vale Care Home on Yafforth Road.
Among those to move in is 65-year-old Joe, who said: "When I first came up the drive, I thought, ‘wow’, it was so impressive.
"I think I have one of the best apartments in the whole block as I have an extra window.
"It’s very light and airy, and you’re secluded away from the main road.
"Looking out from my living room, you feel you are in a rural location and not close to the centre of town.
"I see lots of wildlife and have even had a fox walk past my window.
"I couldn’t be happier."
The development was delivered by Broadacres in partnership with Moody Construction.
Claire Townson, chief executive of Broadacres, said: "We are delighted to have completed this much-needed scheme in conjunction with our partners.
"For many local people, the apartments provide the opportunity to downsize without leaving the area, staying close to shops, services and familiar faces – helping to reduce isolation and support independent living for older residents."
Built to high environmental standards, the homes include energy-saving features such as high-retention heaters, air-source cylinders, heat-recovery systems, and enhanced insulation.
