Proposals, submitted by Bishop Hogarth Catholic Education Trust, involve transforming a room at St Augustine's Roman Catholic Primary School, on Beechwood Avenue, Darlington.
The conversion will include a new external canopy, a play area, and 2.4-metre mesh security fencing.
Planned conversion aims to enhance the current structure, which was built in the late 20th century and is located on the former site of the Immaculate Conception Catholic School.
The proposal includes several changes to the interior and exterior of the building.
Inside, there will be a new entrance, teaching space, lockers, toilets, and a mini kitchen.
The outdoor area will be developed into a 40-square-metre play area with a 5x2.5-metre glazed canopy.
The outdoor play area will have a SUDS rubber crumb surface and will be enclosed with a 1.8-metre timber fence.
The design plan also includes the planting of three new field maple trees for visual screening.
The project has undergone a Biodiversity Net Gain (BNG) assessment, ensuring the preservation and enhancement of the site's biodiversity.
The pre-development biodiversity value was recorded at 0.21.
No irreplaceable habitats will be affected, and the development will not impact any residential units or involve any trade effluents or hazardous substances.

The school, which blends into its mature, landscaped setting, will integrate these new facilities, enhancing its resources for the school community.
Proposals also align with the school’s educational objectives, application forms say, providing habitat and biodiversity enhancements.
The application is being handled by William Kish of wkish architects on behalf of the Bishop Hogarth Catholic Education Trust.
