Search the Public Notice PortalLidl is eyeing up a three acre grassland to build a new store in Ingleby Barwick - more than a year after a historic covenant shelved the chain’s previous bid.
The supermarket giant has chosen the side of the Ingleby Way and Thornaby Road roundabout, opposite the entrance to Teesside Industrial Estate, as the potential location for its Ingleby shop.
The 1,962 square metre discount shop, which would be accessible via Thornaby Road, would boast an instore bakery and 120 car parking spaces for shoppers.
It comes after plans for a Lidl store on Blair Avenue were thrown out last year due to a covenant, which is essentially rules attached to a piece of land that the owner must abide by.
The Northern Echo reported in March that Lidl remained committed to opening a new store on the housing estate - with a dedicated team searching for suitable sites.
And it was Tuesday (May 13) that the location was solidified by the German budget chain through a screening opinion submitted to Stockton Council.
The screening opinion will determine whether an Environmental Impact Assessment is needed when full plans for the erection of the supermarket are lodged.
Planning documents state that the store hopes to be open from 8am to 10pm Monday to Saturday and 10am to 4pm on Sundays.
They also note how there are no environmental constraints on or nearby the site - but discussions found there was a historic environment record for a 19th century farm there.
The application form argues that the plans will not need an EIA as they will “not have any significant effects on the application site or its immediate surroundings, nor do the characteristics and location of development”.
Booze and food covenant puts halt to long-planned Lidl
Lidl first submitted plans to build a new store off Blair Avenue, opposite Myton Park Primary School, in 2018, and these were approved the following year.
This was despite concerns over traffic, road safety, and delivery times, and fears over the impact on Thornaby town centre, which closed its Lidl store in 2024.
The project faced several years of delays and Lidl did actually start work on the new store in 2019 by digging a trench off Blair Avenue.
But in March 2024 the plans were thrown out due to the covenant, which meant businesses on the land would not be able to sell food and alcohol, have a petrol filling station, or a car wash, with some exceptions.

It was understood that rival Tesco, which operates a supermarket just 0.4 miles away on Myton Road, would not remove the covenant on a section of land that included the proposed store location, leading to Lidl not being able to move forward.
Tesco has operated the store at the heart of the housing estate since 2004, when it took over from Safeway, and has long been the only major supermarket in Ingleby.
While the estate now boasts several One Stops, a Co-op, and an Asda Express, it has not welcomed a new large supermarket in decades, despite the estate’s growing size.
Stockton Council will now decide on whether to approve the screening opinion plan before full proposals are submitted.
