A licensing bid has been lodged as part of plans to open a new “modern and professional general convenience store” at a vacant town centre building.

An application has been submitted to Hartlepool Borough Council for the currently empty property at 24-26 Avenue Road which would see “a brand new business venture” open at the site.

The licensing proposal seeks to allow a proposed new convenience store to sell alcohol between 6am and 2am each day, which would be in line with their opening hours. 

It would also secure them permission to serve “late night refreshment”, which includes hot food and drink, between the hours of 11pm and 2am.

Submitted by Kulasingam Chandramohan, the application states his ambition is for the site “to be refurbished, with a big investment, to become a new, modern and professional general convenience store”.

It adds: “The new shop will sell a wide range of goods including newspapers, magazines, groceries, soft drinks, cigarettes, dairy goods, snacks, confectionery, etc.

“The applicant, an experienced retailer, would like to include some alcohol sales to allow the business to offer the complete all-round convenience service.”

The store would have measures in place such as a Challenge 25 policy, thorough CCTV coverage, a refusals register and an incident book to ensure licensing objectives are complied with.

A staff training scheme would also be in place for those selling alcohol, with yearly refresher courses, while workers would monitor the area immediately outside the premises to check for issues, according to the application. 

The building was most recently used as a bar and restaurant offering hot food takeaway but currently sits vacant.
