Cleveland Police are studying video footage showing a car driver tipping waste at the rear of shops in Broughton Avenue, Easterside, Middlesbrough.
Enhancing the image, to pick out the registration plate will mean the motorist will be called in for questioning by Middlesbrough Council's enforcement team.
