A CAF owner faces financial ruin because of the foot-and-mouth epidemic.
Dennis Mack runs Den's Diner, which has been cut off since February.
It is land-locked in Middlesbrough's Stewart Park, which was closed by Middlesbrough Borough Council. It is officially in an infected area.
Mr Mack, 55, has had to pay off six part-time staff and faces bankruptcy. "Our future, as far as catering is concerned, is zilch," he said.
The business was hit last year by the wet summer, which resulted in a fall in visitors to the park and potential customers to the cafe.
Mr Mack said business started to pick up in January and he was preparing for a busy school half-term when the park was closed.
"We have missed out on Easter and two bank holidays," he said. "I have had to pay off six part-time workers, which was a real wrench."
His insurance does not extend to foot-and-mouth.
He is due to meet with Business Link network advisors today.
