Miller Homes has submitted plans to Darlington Borough Council detailing access and site development proposals at Faverdale Hall, in Darlington.
The plans follow an application by Leftbank Developments, in Newcastle, to transform the hall into 18 apartments.
Planning permission for the flats was granted last November.
Faverdale Hall belonged to the Stowell family, of Darlington, from 1770 to 1897, when it was sold to fox hunter Charles Hubert Backhouse.
It was bought by the North Eastern Railway in 1913, and was last used as a training and activity centre by British Rail.
