Access to Sunderland Civic Centre has been restricted, after the frost and cold weather loosened the tiles on the steps and ramps to the main entrance.
The city council is asking people to use either the narrow access on the steps, or the Park Lane entrance.
The council has warned that repairs are likely to take a considerable time.
