Emma Rowell has been elected onto Barnard Castle Town Council
A NEW councillor has been elected in Barnard Castle. Emma Rowell, of Cotherstone, has been elected to represent the West Ward of the town. The result was announced on Friday (May 6) with Ms Rowell receiving 359 votes compared to her competitor, George Hallimond, of Barnard Castle, who received 219 votes. There was a turn out of 26.07 per cent.
