AT a time when we are confronting a national health and economic emergency, I find it shocking and frankly obscene that Durham County Council (via its developer Kier) has submitted a planning application for a 300 square metre roof terrace for the council’s proposed new riverside headquarters.

Moreover they are providing a 21 day consultation period on the proposal when the majority of us are focussing our attention on dealing with the coronavirus emergency. Interesting timing.

The application also includes proposals for solar panels.

This is a good initiative but appears to be very much an afterthought. Why weren’t these included as part of the original planning application?

The roof terrace and the solar panels, no doubt costing hundreds of thousands of pounds, have not been included in the original budget for the build - £55m and counting.

Yet another example of Durham County Council’s HQ travesty.
