Labour today unveiled sweeping reforms of the public services in the first Queen's Speech since the party's second election landslide.

Education, health and crime have been put at the heart of Labour's first legislative programme of its historic second term in office.

Measures to boost enterprise and job prospects were also included in more than 20 Bills - and MPs have been promised a free vote on a foxhunting ban.

These are the key Bills:

* Education Bill - will promote diversity and higher standards in secondary schools while providing new opportunities for school sponsorship, tacke failing schools, and grant successful head teachers greater freedom.

* NHS Reform Bill - will place 75% of NHS spending power in the hands of frontline doctors, nurses and other health professionals, allow patients greater influence in the running of the NHS, and modernise the General Medical Council.

* Criminal Justice Bill - will abolish the "double jeopardy" rule in murder cases, making it possible for someone acquitted of the crime to stand trial again.

* Proceeds of Crime Bill - will establish a Criminal Assets Recovery Agency to seize criminal assets and assess the tax liability of suspected criminals. It will also beef up confiscation procedures and clarify laws against money laundering.

* Police Bill - will reform and modernise the police service by improving the complaints procedure, increasing cross-border co-operation and reviewing police powers.

* Criminal Courts (Reform) Bill - will shake up the criminal justice system and modernise the courts in the wake of recommendations in the forthcoming report by Lord Justice Auld.

* Football (Disorder) Bill - courts will get new powers to impose banning orders and police will be able to prevent suspected hooligans travelling to overseas matches.

* Welfare Reform Bill - the partners of jobless people will be required to attend work-focused interviews as a condition of benefit payment, and job seekers will be offered more support through employment zones.

* Tax Credit Bill - will introduce a new tax credit regime for families with children and provide a secure stream of income to the main carer for children.

* Enterprise Bill - will remove the stigma over bankruptcy while maintaining tough penalties for dishonest company chiefs. It will also reform the Fair Trading Act to boost consumer protection and strengthen the Office of Fair Trading.

* Safety Bill - will allow rail safety recommendations from the Lord Cullen inquiry into the Paddington crash to be put into law.
