However, the lift has been postponed due to a forecast of high winds.
Parkgate will now be open as normal and all public transport will operate normally.
The project, which forms part of the Sustainable Access to Employment programme and is funded jointly by the Tees Valley Combined Authority (TVCA) and Darlington Borough Council, aims to open up safer access from the station to the Central Park development.
A spokesperson for Darlington Borough Council said: "Due to high winds forecast overnight on Thursday (Oct 25) the planned lift and installation of the new footbridge over Parkgate has been postponed.
"Parkgate will be open as usual overnight tomorrow (Thursday) and all transport will operate normally.
"A new installation date is being arranged - this will be shared in advance and new signage will be displayed in the area."
