The problem means that trains between Darlington and Northallerton stations are running at a reduced speed, causing delays of up to half an hour for all services on the line.
Network Rail have warned that some services may be cancelled completely or revised and that passengers can expect disruption until around 2pm today.
Passengers are advised to check National Rail Enquiries' real-time Journey Planner for updates.
