AN independent audit has found that a council gives value for money and is performing strongly in its financial management.

Stockton Borough Council has improved its Use of Resources rating to four stars - the highest level possible - bettering its three-star rating last year.

The assessment by the Audit Commission looks at how well councils manage and use their financial resources to meet priorities and improve services.

In the report, the district auditor says Stockton council delivers good-quality services, invests effectively and consistently remains within budget.

Its debt recovery aims at challenging targets, which are being met, and there is a strong risk management culture.

There is a commitment to delivering efficiency savings and the council is exceeding its savings targets.

It also demonstrated innovation and best practice with "exemplary" electronic information on its website to share with other authorities.

Councillor David Coleman, the council's deputy leader, said: "A recent survey found the majority of our residents believe the council provides good value for money. Now this report provides the evidence. It is very good news for the people of our borough.

"I congratulate our financial management team, who put in a great deal of hard work to help the council steer a steady financial course."
