Proposed development at land adjacent to 41 Carrowmore Road, Chester-le-Street, DH2 3DY, I give notice that Neil Fawcett, having applied to Durham County Council to change of use of public open space to domestic garden, is appealing to the Secretary of State against the decision of the Council.
