THE BOROUGH OF BLACKBURN WITH DARWEN (RIVINGTON ROAD, BELMONT ROAD AND HIGH STREET, BELMONT) (TEMPORARY CLOSURE PROHIBITION OF TURNING AND PROHIBITION OF WAITING) ORDER 2018

NOTICE is hereby given that Blackburn with Darwen Borough Council made the above Order under Section 16A of the Road Traffic Regulation Act 1984 to enable The Ironman UK Bolton Triathlon to take place on the highway.

The effect of the order is to close the roads mentioned in column 1 of Schedule 1 to this Notice for the distances mentioned in column 2 of Schedule 1; to prohibit the turning in the directions mentioned in column 1 of Schedule 2 from the roads mentioned in column 2 of Schedule 2 to the roads mentioned in column 3 of Schedule 2; and to prohibit waiting at ay time on the roads mentioned in column 1 of Schedule 3 for the distances mentioned in column 2 of Schedule 3.

The Order will be in force between the hours of 6.00am and 2.30pm on Sunday, 15th July 2018. The closure of High Street/Belmont Road mentioned in row 3 of Schedule 1 will be required only briefly from time to time between the hours above.

For the Rivington Road closure the proposed diversion route for traffic from the east will be via Belmont Road (A675), Scout Road and Walker Fold Lane. For traffic from the south and west vehicles will be directed along Dryfield Lane, Horwich.

For the High Street/Belmont Road closure mentioned in row 2 of Schedule 1, the proposed diversion route for traffic from the south will be north along the A666 to the M65 junction 4. Non-motorway traffic will be diverted from this point along the A666 then via the A6062 and A674. From the north vehicles will be directed left onto Egerton Road, right onto Longworth Road and then left onto the A666 to follow directions as per above.

It is anticipated that High Street/Belmont Road will only be closed for brief periods to allow competitors to exit from Rivington Road. Traffic will be halted by police officers until competitors have passed. There is no diversion route for this closure.

Junctions will be marshalled in order to facilitate access where possible for residents and businesses seeking to access their properties.

For the High Street/Belmont Road closures mentioned in row 2 of Schedule 1, access will be available to residents via the signed diversion routes. For the High Street/Belmont Road closure mentioned in row 3 of Schedule 1, access will be available at all times to residents and businesses.

For the temporary prohibitions of turning mentioned in Schedule 2, vehicles will be required to follow the respective diversion routes mentioned above.
