SECTIONS 91 AND 92 OF THE PLANNING ACT 2008 AND RULE 13(6) OF THE INFRASTRUCTURE PLANNING (EXAMINATION PROCEDURE) RULES 2010


Notice is hereby given that Issue Specific and Compulsory Acquisition Hearings will be held on the dates and times set out (see attached PDF), by the Examining Authority, in respect of the Net Zero Teesside Project ('the Project') with Planning Inspectorate application reference EN010103.


The Examining Authority was appointed by the Secretary of State ('SoS') for Business, Energy and Industrial Strategy ('BEIS'), in respect of the application ('the Application') submitted by Net Zero Teesside Power and Net Zero North Sea Storage Limited (together 'the Applicants') to the SoS for the construction, operation and maintenance of a full chain Carbon Capture, Usage, and Storage project, initially proposed to capture up to 4 million tonnes (Mt) of carbon dioxide (CO ) emissions per annum. The main elements of the Project include a new gas-fired electricity generating station with post-combustion carbon capture plant; gas, water and electricity connections (for the generating station); a CO pipeline network (a 'gathering network') for collecting CO, from a cluster of local industries on Teesside; a C02 compressor station (for the compression of the C02) and a COz export pipeline. The CO captured from the generating station and local industries will be compressed and then transported (via the export pipeline) for secure storage within the Endurance saline aquifer located 145 kilometres offshore from Teesside under the North Sea.


The Project involves land at and in the vicinity of the former Redcar Steel Works site, Redcar and in Stockton-on-Tees, on Teesside (the 'Site'). The former Steel Works site, along with other land required for the Project, lies within the boundary of the land controlled by the South Tees Development Corporation, which is now known as Teesworks.


The Project is a 'Nationally Significant Infrastructure Project' (a 'NSIP') pursuant to Sections 14(1 )(a) and 15 of the Planning Act 2008 (the 'PA 2008') as it involves the construction of an onshore generating station above 50 megawatts. Where a NSIP is proposed it is necessary to apply to the SoS for development consent to authorise the construction and operation of the project. Development consent is granted in the form of a Development Consent Order (a 'DCO'). The Applicants submitted their Application for a DCO for the Project pursuant to Section 37 of the PA 2008 to the Planning Inspectorate, which acts on behalf of the SoS, on 19 July 2021. The Application was accepted for Examination by the SoS on 16 August 2021 The SoS has appointed the Examining Authority to carry out the Examination of the Application.

Hearings
The Hearings will be held within the Jurys Inn Hotel, Carlton, Dinsdale & Eston Rooms, Fry Street, Middlesbrough, TS1 1JH on the dates and times (see attached pdf).


The Hearings will also be held as virtual events using Microsoft Teams and it will be possible to join them via any standard internet browser or alternatively by telephone dial in.
