Cisse makes his first Magpies start after coming on as a substitute to score his first Premier League goal in last weekend's 2-1 win over Aston Villa.
The Senegal international replaces Leon Best, who suffered a knee ligament injury six days ago that is set to keep him out for the majority of the rest of the season.
The only other change to the Newcastle line-up sees Gabriel Obertan replace another injury victim, Ryan Taylor, in midfield.
