I READ about the invitation by Darlington Council to encourage home owners to cut the verges of grass outside their properties.

I wonder, as not everyone has petrol driven or diesel mowers, how individuals will be covered when the electric leads are across footways and with pedestrians using the footways, who is liable if someone trips over the cables?

Will the cash-strapped council cover the homeowner with their public liability insurance, or will the homeowner need to have an insurance of their own to cover any claims from footpath users for trips or falls or indeed will homeowners be asked to put signage out to make footpath users aware grass cutting is in progress?
