How can you possibly not know that you have hit someone.............
did they think they had hit a giant pot hole in the path?!
These scooters are lethal and some of the people that ride round on them are a law unto themselves, its the lazy persons way of getting around as they are to readily available now! More needs to be done in town centres to get them to slow down.
Poor woman hope she is fine and that the person who did this suffered a drained battery half way home so they had to walk!

My sympathy is with the injured lady here and I hope she makes a good recovery, but I do not believe that the driver was unaware about hitting someone. These machines, or rather some of their drivers, are menace in our town centres, and on our pavements and roads. I was talking to a friend outside Fenwick a few days ago, when a driver headed straight at us, and by the concentrated look on his face it was clear he was not going to attempt to change his direction, making us part so he could drive through narrowly missing a lady in the process! There appears to be no legal requirement for any training before using these vehicles, which if there was, should test the competency, eyesight, and reflexes of the driver. If there is to be no training, buggy drivers ought to carry third party insurance at the very least.

There has been at least 6 reported cases of this happening and not so long ago a fatality, whilst I applaud the elderly and infirm for making the effort to get about there are some disabled and elderly, just as their some some mothers with prams and pushchairs who think they should always have right of way.

I agree with Alex22. There must be something done to curb rouge users. Northumberland Street has long been cleared of traffic; it now has a new danger – buggy drivers! They seem to drive without care for pedestrians. My wife and I were looking in Fenwick’s window on Saturday, when a buggy user hurtled up to us and peeped his horn demanding we get out of his path! A few good old Anglo Saxon words were exchanged and he belligerently went around us. Surely there must be legislation to govern their usage and make their drivers responsible for negligent usage, which causes injury or death to other people.

There are no regulations in place to govern scooter riders unless they have the faster speed one which is allowed on the road. Then they must follow the highway code. Any one on a wheeled vehicle including scooters and cycles should be made to follow existing laws and all should pass vision and road tests before gaining a license. Third party insurance should be mandatory for all wheeled vehicles not just cars and motor bikes. There should be a medical reason for the purchase of these scooters. I know a good few banned drivers who ride them and also cycles. Banned should mean banned.
