A MURDERER has been refused permission to attend his father's funeral.

Billy Dunlop murdered Billingham woman Julie Hogg in 1989 but was only sentenced in 2006 following a a 15-year campaign by Julie's mother, Ann Ming to change the ancient 'double jeopardy' rule.

Dunlop was first tried for the crime in 1991 and the rule meant he could not be tried again, despite him admitting to the crime to an acquaintance.

Julie's son, Kevin Hogg, had objected to Dunlop being released for the funeral on Monday and has been told by the Prison Service that his request has been refused.

Mr Hogg explained that he objected on the grounds that his mother was deprived of her own funeral for three months. Her death meant she missed out on the chance to attend her own father's funeral.

A Prison Service spokesman said that they are unable to comment on individual cases but said prisoners are not allowed on an escorted visits if there is any threat posed to the public.
