Two officers suffered head injuries and had to be cut from their car after the smash on City Road in Newcastle just after 10.25pm on Wednesday night.
A 44-year-old driver who drove the wrong way down the street in a Vauxhall Vectra before attempting to flee the scene was arrested on suspicion of dangerous driving and driving whilst under the influence of drink or drugs.
Emergency services were called to the junction with Pandon Bank and the upper entrance to the Quayside Car Park to free the officers.
