Taxpayers' anger as council spends £5,000 on bus stop that's no longer on a bus route

A NORTH-EAST council that is facing cuts of nearly £190m spent thousands of pounds on a bus shelter – only to discover that it isn’t on a bus route.

Labour-led Durham County Council last night blamed a mix-up in communication for the £5,180 spent on the shelter, near the Salutation pub, in Framwellgate Moor, Durham, when there hadn’t been a bus service there for years.

Some bus drivers will do anything to get their passengers home. Watch as this bus climbs a frozen hill in Saltburn.

The local authority, which is axing services, closing leisure centres and cutting jobs to meet a 40 per cent spending cut between 2010 and 2017, said it had checked with bus company Arriva before the work started.

But when it was finished, the firm said services had been withdrawn.

Valerie Richardson, a Framwellgate Moor resident, said: “How kind of Durham County Council to replace the old brick bus stop... with a nice bright glass one complete with rubbish bin and timetable board. The only problem is the bus stop has not been used for more than two years.

“The council continues to waste money while telling us they need to make savings.

Who does their research?”

Colin Hillary, chairman of Framwellgate Moor Community Association, said: “While our community centre is under threat, it seems a shame that they are not coordinating their works a little better to put money where it would be usefully spent – rather than this apparent waste of money.”

The scheme cost taxpayers £1,800 to demolish the old shelter and £2,800 to build a replacement.

It will cost £580 to move the shelter to another location.

Adrian White, Durham County Council’s head of transport, appeared to blame bus operator Arriva for the error.

He said: “The county council looks after the highways and bus stops, which includes bus shelters; but we do not operate bus services.

“Therefore, before we do any work on bus stops, we always check with the bus companies regarding their operational services.

“The work on the shelter was carried out after consultations with Arriva who, on two separate occasions, confirmed that their bus services would be using the stop.

“Unfortunately, they have subsequently informed the council that they are now not planning to operate services on this route. We will be looking to relocate the shelter in the near future.”

Arriva suggested the mistake had been a misunderstanding.

Nigel Featham, managing director for Arriva North East, said: “We work very closely with Durham County Council in order to help improve overall bus services and facilities for passengers.

“In seems in this instance, there may have been a misunderstanding, as Arriva North East has not used this stop for some time.”

The work was part of a countywide programme to improve public transport, under which nearly 100 old brick bus shelters are being replaced with modern facilities.

I think this story just about sums DCC up.

It's only public money. Why worry?

Nobody will be sacked for it because nobody is accountable.

What other organisation could you make a 5k mistake and expect to keep your job?

Nothing surprises me about this out of control monster they call DCC. Typically they blame someone else and make excuses but experience tells me to look at what they don’t say, like exactly when did they contact Arriva and what was the detail of the communication. No doubt it was DCC s withdrawal of subsidy that caused the services to be changed. Top and bottom of the matter is DCC are not good at cost effective management and too ready to accept excuses so it encourages incompetence.

DCC have no understanding of the public Transport routes at all. If they had why have they moved the contact centre in the east of the county to Seaham? Great if you live in Sunderland, but just try getting a bus from Peterlee.

Another example of the careless and reckless way these overpaid underworked council officials spend taxpayers money. Obviously no one will be held to account over this fiasco as there is plenty more taxpayers money to be squeezed out of us to make up for their incompetence.

they took down a perfectly good shelter where I live and replaced it this was a total waste of money
but it wasn't their money they wasted so
why am I worrying ? cos my council tax will go up again

Is it just me or have I misread the story?!

The story states that the Council checked (twice!) with the bus company, who duly confirmed that they intended to use the stop. So the story (and the subsequent posts) are all trying to point the blame at DCC.
.
Oh well, what DCC said must be wrong/lies because after all it's "Labour run" DCC we're talking about here.

bingbong at the end of the day Durham County Council have management officers on £100.000pa to make sure work is carried out but instead they sit in county hall on their lazy backsides not making sure the work is carried out and this is wht things go wrong but all they will say is we will learn from our mistakes does the transport management team not look at what busses travel past this area obviously not its appauling but no one in that poor run council is ever held to account

This is normal mentality for the council to make a stupid mistake and then declare a "misunderstanding" even though no buses have used the stop for at least two years. And the council don't know what roads are used by the buses?? How can the manager in charge of this job can still be employed by us, the public?? Just unbelievable!!

They've knocked down perfectly good brick built bus shelters in Coxhoe which stood for decades, moved other stops at Parkhill so we now have two within 100 yards of each other and another one moved so it is right at the head of a Tee junction for the road to the local tip (which is an accident waiting to happen). God knows who sets the spending priorites at DCC. Any local councillors out there care to stand up and explain?

Wonder why the bus stop at Roddymoor juntion asnt been replaced or the one in the village? For years now the one at the junction as created a blind spot for drivers leaving the village. Great planning whoever put a stone bus shelter at a road junction !!!!!1

After Wednesdays report findings that Durham County Council did know about this via email and telephone call i am now waiting for Durham County Council and Adrian White to admit fault and appoligise to the public instead of playing dumb i look forward to watching the appoligy on tyne tees news and the papers or are these muppets to stuborn to appoligise

I've never been impressed by the competence of ARRIVA either. They give as little value for money as DCC.
