Borough council reveals budget cuts

DOZENS of jobs will be lost, an arts centre will close and council tax is to go up for the next three years as members of Darlington Borough Council prepare to pass a tough budget.

The cuts proposed by the council will affect almost every person in the town as the authority tries to reduce its annual spending bill by more than £27m over the next five years.

Council leader Bill Dixon said he hoped people would understand why the cuts had to be made, but warned residents that normal service at the council is unlikely to resume soon.

Among the proposals that will go before the council’s cabinet next week are: - The loss of at least 155 jobs, mostly through compulsory redundancies.

- Council tax will increase by 3.5 per cent each year until 2016. This year it will rise £26.86 for the average band A household.

- Darlington Arts Centre will close in July. The building, on Vane Terrace, is up for sale.

A 10-week consultation about the cuts prompted more than 6,100 responses and resulted in a number of changes to the initial proposals.

Those changes include a reprieve for Cockerton Library, which was saved from closure and will now have its weekly hours reduced from 56 to 28. Shopmobilty services for the disabled and elderly were also saved with a last minute grant.

The different groups and organisations that operate from Darlington Arts Centre will be given support to find alternative accomodation around the town when it closes.

The council is hoping to sell the building, on Vane Terrace, and has applied for an Arts Council grant to build a purpose built venue in the town centre.

Councillor Dixon said: “Trying to make cuts like these was never going to be easy and we were always going to upset some, if not all, of the people by losing some things.

“What we have been able to do is gauge as best we have ever been able to which cuts are less damaging than others.

“I think people understand why we have to make cuts. I would like to pay tribute to the people who have joined in the process who, without exception, have been good-natured and constructive. I hope people feel they have had a fair hearing.

“There were no cuts here that I wanted to make. With budget cuts like this, normal service will not be resumed any time soon.”

The budget proposals will be discussed in full at a cabinet meeting on Wednesday at 6pm at the Dolphin Centre.

Other budget proposals - subject to agreement at cabinet and full council.

- Parking charges for on-street parking will be introduced on Sundays at a charge of 50p for every 30 minutes.

- Fees for residents’ parking permits will increase from £25 to £50 per annum over the next three years.

- Introduction of a £5 per day waiver to allow trades people and builders to park a vehicle on yellow lines while working.

- The budget for the Connexions service, which works with 12-19-year-olds, will be reduced by £127,000 - Rent subsidies for the Darlington Association on Disability base in Market Place will be withdrawn over four years.

-Lollipop patrols will continue unchanged for a year. Work will begin to look at bringing in volunteer patrols and making more use of automated crossings.

-Durham Police has stepped in to offer funding for 18 CCTV cameras in outlying areas of the town. 19 others will be shut down from April 1.

How can DBC expect to find volunteers when the top dogs in the town hall are on obscenely high salaries and gold plated pensions that are so expensive to pay for. Council tax still going up year after year and services being cut doesn't make sense. Smells of poor financial management somewhere in the town hall at our expense. It's time that something was done about it by the government.

Im a volunteer in a different sector and would be willing to volunteer. If everyone wasnt so self centered then im sure alot of services wouldnt be needed

Yep! I try not to come into Darlo on a Sunday now since they introduced parking tax, and now they're really taking the p1ss.

And doubling the parking tax fee for residents, plus £5 parking tax for workers to work! Unbelievable.

Although the most underhand tax decision has to be; following the council tax freeze last year (last year was local election year!) we now have a 3.5% tax rise every year for 3 years (presumably all workers are receiving a 3.5% annual pay rise these days? No?). The 4th year from now is the 2015/16 year.

You'll never guess - 2015 is local election year! Aw what the heck does it matter, we'll always vote Labour anyway, regardless of the contempt they show for local people.

Some of us are too busy working to pay for our bills to volunteer.

The majority of councils around the country are NOT raising the council tax.
Those that are are predominately LABOUR, with most of the councils that are, are in the North of the country. Do these people not realise that the North is the poorer part of this land, give us a break PLEASE.

its tough everywhere but what about cutting down on council meetings and councillors' expenses? there's too much talking, not enough action and its costing the people of Darlington far too much.

Services are being cut to save money and the government are willing to give the council £2m if they don't increase council tax so where's the need to increase the council tax? Where's all the extra tax from the residents going to. Either someone in the town hall can't add up or maybe the council are just playing politics by having a go at the government

haha Darlington council never cease to amaze us do they! Parking in this town is ridiclous why would I want to pay more money to see an aray of empty shops in 2 main streets, sandwich shops and charity shops no wonder people travel further afield teesside park or the metro! They have ruined the town over the past few years and continue to do so! Cut back the crusty old councilors wages and fancy do's that they keep having see how they like it then? In fact get rid of all the old councilors and bring in some younger people with fresh and sensible ideas they are running this town in to the ground!

Bring in a non political organisation to manage the towns financials. These political games are costing the council tax payers more than it's worth. The Labour group is making a hash of the budget proposals and the Lib/Cons can't do anything about it!!

What other cuts could the council have made but have never mentioned to the public? Because, by keeping these items quiet from the public it would allow them to spend the council tax money on them which would most likely be some other useless, contentious items that the public don't want.

Anyone who makes a living out of spending other peoples money....(Darlington Borough Councillors please stand up) will never ever be able to balance the books of any business. The concept is totally alien to them. Why should they care? Next financial year, and millions more will come pouring through the door, just waiting to be SPENT! The muppets in charge of our council finances should be sacked. I'd gladly run that department and next year everyone can all have a Council Tax cut. Services will be much improved and staffing levels will be massively reduced. And the council will either break even or show a profit (In which case, the burden of council tax will be eased the following year). I have it all worked out!
