Authorities accused over council tax rises

A CABINET minister yesterday accused four North-East councils of being too scared to stage referendums on proposed council tax rises – at a cost of up to £1m.

Local Government Secretary Eric Pickles condemned the authorities – Darlington, Middlesbrough, Redcar and Cleveland and Stockton – for planning tax rises of 3.5 per cent.

He branded them referendum dodgers, because rules force them to hold polls if the proposed hikes are more than 3.5 per cent.

He said: “These councils are treating the electorate with contempt. They should have the courage to put their hikes to the vote and justify the tax rises. Instead, they are running for cover.

“Freezing council tax is practical help every councillor can offer their constituents.

Councillors have a moral duty to sign up to keep down the cost of living. Anything less is a kick in the teeth to hard-working, decent taxpayers.”

The Government previously acknowledged it could cost up to £250,000 to stage a council-wide referendum, depending on the size of the electorate.

It means the bill to stage four referendums in the North-East could reach £1m – at a time when councils are making deep cuts to services.

In North Yorkshire, two authorities plan council tax rises, in York (2.9 per cent) and Scarborough (three per cent).

Last night, Jenny Chapman, the Labour MP for Darlington, accused Mr Pickles of refusing to recognise the need for tax increases that no one wanted.

Ms Chapman said: “I am all for involving local people in making decisions and in using referenda where it is meaningful to do so.

“But there is widespread understanding in Darlington that we are being forced to make some very unpopular cuts and that the council tax rise is being implemented only with great reluctance.

“I think that is a more sophisticated understanding than Mr Pickles has in demanding a council tax freeze – and that we spend £250,000 on an unnecessary and ridiculous referendum.”

Darlington Borough Council said it had planned a 3.5 per cent rise before the referendum legislation was proposed.

Town halls can apply for grants equivalent to a 2.5 per cent rise in council tax in their area, allowing them to freeze bills without being out of pocket. However, they will have to find that money themselves in succeeding years.

If Ms Chapman is so certain there is 'widespread understanding in Darlington' about this, yet another huge rise in council tax planned by Labour, then why doesn't she put her money where her mouth is and ask the council to hold a referendum? After all, she says she's 'all for involving local people in making decisions'.

The Labour council could get a 2.5% increase to their funding, free from government, and not have to increase this tax on local people. Instead, they spitefully seem to be refusing this 'free money' in order to impose a higher % tax increase on local people! Unbelievable, even for this typically useless, tax-crazy Labour council.

I notice York and Scarborough plan 2.9% and 3% increases, below the 3.5% maximum allowed without a vote. Darlington Labour council are going for a tax increase of, yes you've guessed it, the maximum of 3.5%

Good old Labour, eh? Fantastic.

Ah yes, but the FULL story, that the loveable Mr Pickles has failed to tell is......this is a bribe, for 1 year only. Next year, the government will take back the money, leaving Councils with an even bigger shortfall. So the alternative is, they take 1 year bribe, and then next year have to put Council Tax up even more to cover for the loss next year.

Fair play to the Tories though, it's a good bit of smoke and mirrors that many people seem to have fallen for.

And of course the Elephant in the Room is the scope creep we have seen in councils.

Cut the services they don't need to be involved in, the social engineering and the vanity publications.

Ah, but this is misleading too.

The government won't 'take back' any money next year, they just won't hand it over again. So I accept that for 2013-14 this means that the council will have to find this 2.5% plus any increase they want to impose for 2013-14, so why don't they save this 3.5% increase for 2013-14? This means they get the 2.5% back, plus a further 1% rise in council tax for next year.

What is wrong with a 2.5% council tax increase this year and a 1% council tax increase for next year? Many working people are not getting pay rises of that amount, if any rise at all. But this Labour council always seems to want to raise council tax by as much as they can.

Remember the 5% cap? Darlington tax increases came in at 4.9% then. Now the cap is 3.5% and Darlington council want to increase tax by 3.5%

It's a good job that a cap is in place, because I dread to think what this Labour council would hammer local people for every year, if there wasn't.

To pick up on bingbong's specific point 'they....next year have to put up council tax even more'. I believe this is just wrong. The cap is 3.5%, do you really think, on their record, this Labour council is going to do anything other than increase tax by 3.5% each year?

Dean - just give up. That's what I've done. No point in arguing any more. The answer to this conundrum would be for people to vote out Labour, but so many of the electorate have the vote but don't pay council tax, they are having the last laugh. You are well and truly stuffed. Eventually businesses will up sticks and leave and given time Darlo will become a ghost town full of druggies and drunks like so many other Labour run towns in the North East.

The annual council tax bill in much of Spain equates to a months council tax bill in Darlington. All the local Spanish authorities do for you though is basically street cleaning, street lighting and rubbish collection.

The North East is struggling to make ends meet across the board, so WHY do the Councils insist on raising council taxes, lets wait for the next local elections and kick these buggers into touch???????????????

Dean M is right. The council dont care that the taxpayers are being crippled, they just add to the misery. Thank god there is a cap and not the freeloading years of the late 90's to the mid noughties when there was double figure unchecked rises year on year for almost a decade under the labour council. The result of a referendum would be in no doubt thats why they will never go above the cap. Darlington council have persistantly refused to tackle the no job culture and layers of unnecessary beurocracy in the council ranks instead focusing on cutting services the public want. Its a disgrace they have got away with this. It just goes to show the complete contempt councillors have for taxpayers.

I KNOW IT WILL NEVER HAPPEN...WHAT ARE THE OTHER PARTIES GOING TO PROMISE...WHO KNOWS....ITS TIME FOR THOSE LEADING THE COUNCILS TO LISTEN TO THE ELECTORATE AND NOT THE STUFFED UP PALS WHO SIT NEXT TO THEM IN THE COUNCIL CHAMBERS....

Everytime I see the pedestrian assault course, or thruabout, I cant help but wonder about taxpayers money squandered away.
So of course they will go for the maximum they can get, because they do not learn.
And neither do we for putting up with it.
