Public views sought on draft plan


A DRAFT blueprint on how a council wants Darlington and its surrounding area to develop over the next few years has been created.

Darlington Borough Council are seeking residents’ views on how they think the borough should develop before a final plan is created.

The plan, which is available to view online, at Darlington Town Hall reception or Cockerton and Crown Street libraries, sets down guidelines for developers.

The council is hoping it will ensure the borough’s new developments are easier to travel around, new buildings, roads and open spaces are safe and well lit, and new buildings respect the area’s heritage.

It also aiming to promote designs which reduce carbon dioxide emissions and provide green spaces and play areas.

The draft plan recommends all new residential developments should be designed to 20mph speed limits and trees should be used to make avenues to connect green spaces.

It says there should be clear main entrances to buildings which must have disabled access.

To ensure public areas are secure, sports, recreation and children’s play areas must be visible and overlooked. Closed circuit television should be included in developments where appropriate.

For safety, accessibility and to encourage people to use sustainable transport, the draft recommends roadways should have purpose-built, integrated areas for pedestrians and cyclists.

On an environmental level, the document recommends all major devlopments should be powered by at least 10pc renewable energy. All developments should make the most of sunlight to improve energy efficiency.

The draft plan also encourages the use of public art and the protection of green habitat.

It divides the town into seven zones based on distinctive characteristics in design.

The zones are town centre, town centre fringe, inner suburban, outer suburbs, rural area, employment zone, and transport node and local services.

The document says developers should be encouraged to take account of the characteristics of the surrounding area when planning their development.

A spokeswoman for the council said: “Darlington Council has drawn up a draft plan showing how good quality design will ensure the borough continues to be an attractive, safe and sustainable place.

“Before the plan is finalised, the council wants to hear local people’s views on how Darlington should look in the future.”

Is it me, or is there a new draft blueprint every other bloody week?

I can just picture it at the town hall...

"Reg, have you got a copy of last week's draft blueprint?"

"Oh sorry Pete, chucked it in the bin by accident."

"Doesn't matter mate, we'll justify our jobs by doing another one. What the hell can we call it this time?"

The draft recommends there should be clear entrances to buildings - well, yeah, that's probably better than having them bricked up. They must've been up all night thinking of that one.

Instead of coming up with endless drafts, blueprints, strategies, visions and other ridiculous crap, why not just keep the council tax down, empty the bins on time, provide some decent schools and keep the roads in good nick?

Or is that way too complex?

Big Arnie sounds to be typical of so many negative thinking slag em off people that are around these days. Darlington Council do make mistakes, they are not perfect, but overall I think they do a pretty good job. Instead of critisising them why dont you get involved in the consultation process and then you can do something about stopping all the things you say they do wrong.

Buching sounds like a typical Non-Council tax payer, whom has never fully contributed to the council tax coffers. I have seen millions wasted by this council over the past five years. Now is the time of year when the council tax hike is about to arrive, will there be a public sector pay freeze as in the private sector. Will the council tax rise be in-line with inflation or streamline the oversized workforce to prevent an increase.

NO! just squeeze the tax payer again!

Buching, a) what makes you think I haven't got involved in the consultation? And b) "all the things"? I only mentioned one, namely the pointlessness of yet another draft blueprint.

As is often the case the press have caused the problem in defining this as a "blue print" it is in fact a Supplementary Planning Document (SDP) which is part of the new Local Development Framework (LDF) which will eventually replace the local plan. The new LDF plan is a statutory requirement of ALL Councils. I think it is best described as a "tool kit" to control and promote quality in new development and and since this new document, one of a suite to be prepared over the next few years, updates the 1997 plan, its a bit misleading to suggest such a plan is produced every week!

Unless you have solar or turbines, how do you know what electricity is coming through your cable?

steven1980, I agree but don't blame the messenger most would simply call it a new "plan" but the Secretary of State and her minions in HQ have different ideas, if you think thast is bad you should read the planning guidance on the preparation of the new style Spatial Plans, better than mogadon if you cannot sleep!
