Director makes her predictions for changes
CAROL CHLEBOUN, tax director
of PricewaterhouseCoopers
LLP, in Newcastle, said: "This
year's Budget should concentrate
on improving the tax system,
with no sweeping changes
and an aim for no surprises."
She doubted there would be an
overt increase in VAT or National
Insurance contributions.
She said: "Even if there is a bit
of a gap in the public finances, an
overt tax rise seems unlikely. Reversing
any of last year's income
tax changes is similarly a rank
outsider."
However income tax thresholds
rising in line with inflation
seemed likely.
Ms Chleboun believes environmental
measures, such as formal
study of "pay as you throw"
domestic waste options and incentives
for green energy seem
likely, with lower VAT on low-energy
lightbulbs or other environmentally
friendly products a
possibility.
However a levy on plastic bags
seems less likely.
There may be some concessions
to help low-paid people,
who face significant Capital
Gains Tax increases.
It is likely that company car
mileage rates would be reformed
to favour green cars.
Ms Chleboun said Excise duties
on alcohol were also very
likely to increase.
