PLANS to build 249 homes, two sports domes, refurbish a bar large enough to accommodate 300 people and build a restaurant will be discussed by councillors on Friday.
The proposal is to redevelop the Mayfair Centre, a function and entertainment venue in Seaton Carew.
Planning officers have yet to come up with a recommendation, but the proposals will be discussed by Hartlepool Borough Council's planning committee at 10am, in the town's civic centre.
The proposal includes the construction of two domes, using a durable membrane inflated from the ground.
One would be large enough to accommodate six five-aside pitches. The other would beused for various golf challenges.
In the main Mayfair Centre a balcony, gym, sauna and sensory room would be created. A children's play area and cafe would also be built.
The 249 homes would be built south of the venue in Headingly Court, the Ashes, Pavilion Close and Lingdale Drive.
The council has received 22 letters of support and 17 letters pointing out potential problems, including that the land proposed for housing is earmarked for leisure in Hartlepool's Local Plan.
Other objections concern drainage, lack of school places, transport, and wildlife and environment problems.
