The Spaniard replaces Dwight Gayle as part of four changes at the Etihad Stadium, and is set to play as a lone centre-forward.
Rafael Benitez has made one change to his backline, with Javier Manquillo set to line up at right-back ahead of DeAndre Yedlin.
Isaac Hayden returns to the midfield, and set to play in a deep-lying position alongside Jonjo Shelvey, with Mo Diame pushed further forward.
Jacob Murphy starts on the flank, with Matt Ritchie and Ayoze Perez dropping out of the side that started last weekend's 1-1 draw with Swansea City.
Manchester City boss Pep Guardiola is able to name all of his big guns, with Sergio Aguero, Leroy Sane, Raheem Sterling, Kevin de Bruyne and David Silva all starting for the Premier League leaders.
