Coun Knaggs has led the council for the last 17 years.
Missing chef Claudia Lawrence and others who have disappaered are to be renembered at the first Missing People Northern Carol Service taking place in York this coming Monday.
The service has been organised by Peter Lawrence, father of Claudia, who has been missing since March 2009.
It starts at 2.30 pm at St.Chad's Church, Campleshon Road, York.
Peter Lawrence said, "Each year, Missing People holds a Carol Service in London for the families, friends and supporters of those missing.
"Both these services will take place on Monday and, given the indifferent weather, I hope that many people in the North will join us in York as all the tickets for the London one have been taken. No tickets, however, are needed for the York service and anyone can come and show their support for families of the missing."

A 42-year-old man appeared before a judge today charged with murdering a teenage boy whose semi-naked body was found in a derelict house in 1990.
Steven Grieveson appeared at Newcastle Crown Court by videolink over the murder of 14-year-old Simon Martin between May 17 and May 27, 1990.
No plea was entered and none was indicated.
TRIBUTES are being paid to Darlington councillor Jackie Maddison, pictured, who died yesterday after a short illness.
The 62-year-old was a driving force behind the town's community carnival for more than 20 years.
Councillor Wendy Newall, fellow member for the town's Lascelles ward, said: "Jackie was very hard-working and very talented, but she also had a quirky side to her.
“She had a serious side – she was totally committed to whatever she undertook, but there was also that mischievousness, which was amusing.
“We had worked together in Lascelles for nine years and I had known Jackie for some time before that.
“She was very well-known and respected in Lascelles and a number of residents have already come to me to pay tributes.”
I'm all for second chances, but we're way beyond that with Ranger. If he knuckles down, great. If not, this has to be the end of it. #NUFC— @Scottwilsonecho 06 December 2012
MetOffice Warning of Ice for North East England http://t.co/Y7fTnxVv— @HAtraffic_neast 06 December 2012
A TANKER crashed after skidding on ice this morning. The accident happened at Catterick Golf Club, on the outskirts of Catterick Garrison, North Yorkshire. The male driver was unable to get out of the cab because of the angle of the vehicle and firefighters were called. They lowered a ladder down to him and he was able to climb out. It is understood the vehicle was delivering gas to a farm on the course when the accident happened. Nobody was injured. Police were called and a cordon was placed around the scene, although it is not believed that there was a leak from the tanker.
