IT is just over a year ago now that the penalties for using a hand-held phone while driving increased - yet drivers are still flouting the law.

According to research over 40 per cent of mobile phone users, who dial while driving, do so illegally - without a handsfree device. That risks not only a fine and points but the chance of a jail sentence.
