However, it was stressed that Ms Ness and her colleague, Mrs Mary Colley, had been appointed "to sort out drivers' problems and smooth over difficulties with the new disc parking scheme'. IN DECAY: "What is claimed to be Richmond's most attractive street is being allowed to degenerate into a seedy, rundown slum, says one of its residents," began the story which accompanied this picture on July 28, 1964. "Mrs Julia Ghent, of No 26, says that Newbiggin is one of the town's attractions for tourists with its grey stone Georgian and Jacobean houses which give a charming old-fashioned air. But she complains that coaches are allowed to park in the street and three of the trees have died and not been replaced..."
