Council complaints

UNFORTUNATELY, in recent years there has been a retrograde change in the rules governing complaints against serving local authority councillors. Now, in the first instance, those complaints are judged by a local standards board, which mainly consists of councillors serving on the local authority against which the complaint is being made.

When attending a full council meeting, a councillor has to complete a declaration of interest form and declare verbally if they have a personal and non-prejudicial or personal and prejudicial interest regarding any item on the agenda.

In my view, there needs to be greater transparency to improve public confidence in the complaints procedure.

I believe this can only be achieved by the local standards board consisting entirely of independent members who have no connections with the councillor against which the complaint has been made.

Here in Mbro, the so-called "Independent" chair of the Standards Committee is Mbro resident Chris Nestor - a leading Labour light who stood for election as a Labour candidate twice but lost. Labour has ensured that this man can now claim exactly what the cllrs claim - £6,200 a year for chairing the odd meeting here and there. It's all about control control control.

The only route of appeal against any ruling by these local Committee appears to be the High Court and Court of appeal, that in itself might put people off challenging rulings they think are flawed.

Graeme - it is the cost of an appeal which makes it impossible.

Time for a recall mechanism like they have in many US States.

If a set percentage of the electorate sign a petition those in public office have to face a by-election.
